Mauritius Revenue Authority communique on fair share tax obligation

The Mauritius Revenue Authority (MRA) issued a communique dated 31 October 2025 on the new fair share contribution (FSC) for companies that was introduced as part of the Finance Act 2025. As previously reported, the FSC applies in respect of income derived from 1 July 2025 to 30 June 2028 for companies if they have supplies exceeding MUR 24 million or are required to be registered under the VAT Act and have chargeable income exceeding this threshold in an accounting year.

Federal Decree-Law No. (10) of 2025: New UAE AML/CFT Law Comes into Force

The Securities and Commodities Authority (SCA), the United Arab Emirates’ regulator overseeing securities, commodities, and financial markets, and the Dubai Financial Services Authority (DFSA), the independent regulator of the Dubai International Financial Centre (DIFC), are pleased to announce a new Memorandum of Understanding (MoU) aimed at enhancing audit oversight and fostering greater regulatory cooperation between the two organisations.

Jurisdictions under increased monitoring are actively working with the FATF to address strategic deficiencies in their regimes to counter money laundering, terrorist financing, and proliferation financing. When the FATF places a jurisdiction under increased monitoring, it means the country has committed to resolve swiftly the identified strategic deficiencies within agreed timeframes and is subject to increased monitoring.

South Africa, Nigeria exit global financial crime watch list

South Africa and Nigeria, Sub-Saharan Africa’s largest economies, have been removed from the Financial Action Task Force’s grey list of countries under increased surveillance for illicit financial flows, alongside Mozambique and Burkina Faso, following the FATF’s October plenary meeting.

FinCEN issues final rule severing Huione Group from the U.S. financial system

On October 14, the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued a final rule that severs Cambodia-based Huione Group from the U.S. financial system. Huione Group serves as a critical node for laundering proceeds of cyber heists carried out by the Democratic People’s Republic of Korea and for transnational criminal organisations in Southeast Asia perpetrating virtual currency investment scams.

U.S. and UK take coordinated action against Southeast Asian cyber-criminal networks

Canadian regulator FINTRAC announced on October 22 that it has imposed an administrative monetary penalty on Xeltox Enterprises Ltd. (operating as Cryptomus and previously known as Certa Payments Ltd.). Xeltox Enterprises Ltd, also operating under the name Cryptomus and previously known as Certa Payments Ltd, is a reporting entity in the money services business sector that provides virtual currency transaction services.

FSCA imposes R10.6 million administrative penalty on Sanlam Collective Investments (RF) (Pty) Ltd

The Financial Sector Conduct Authority (FSCA) has imposed administrative sanctions against Sanlam Collective Investments (RF) (Pty) Ltd (SCI) for failing to comply with certain provisions of the Financial Intelligence Centre Act. The administrative sanctions include a financial penalty of R10.6 million, a directive to address the identified contraventions and a caution against future breaches.
